AWS Expands Cloud Presence in Europe with New Sovereign Cloud Launch
Amazon Web Services (AWS) officially launched its AWS European Sovereign Cloud, with its first region now generally available in Brandenburg, Germany. This strategic move, which includes plans for further expansion into Belgium, the Netherlands, and Portugal, is designed to meet stringent European regulatory requirements for data residency and operational autonomy. The launch occurs as the European Commission continues its market investigations into major cloud providers, including AWS, under the Digital Markets Act (DMA).

The AWS European Sovereign Cloud is a new, independent cloud infrastructure located entirely within the European Union, physically and logically separate from other AWS regions. The inaugural region in Brandenburg, Germany, is designed with multiple Availability Zones, ensuring continuous operation even if global connectivity is interrupted. AWS plans to extend this sovereign cloud footprint across the EU with new sovereign Local Zones in Belgium, the Netherlands, and Portugal, aiming to support in-country data residency and low-latency requirements. Operation of the AWS European Sovereign Cloud is intended to be exclusively by EU residents located within the EU, covering day-to-day operations, technical support, and customer service. Stéphane Israël was appointed managing director in , with Stefan Hoechbauer joining as co-managing director in .

AWS has committed a substantial €7.8 billion investment in infrastructure, job creation, and skills development for the AWS European Sovereign Cloud in Germany. This investment is projected to contribute €17.2 billion to the European economy through and support approximately 2,800 full-time equivalent jobs annually in local businesses. The AWS European Sovereign Cloud features its own dedicated AWS Identity and Access Management (IAM) and billing system, operating independently within European borders to ensure enhanced data residency and control.

The development of the AWS European Sovereign Cloud is a direct response to the increasingly complex regulatory landscape in Europe, particularly concerns around digital sovereignty. European public sector organizations and businesses in highly regulated industries require cloud infrastructure that provides enhanced sovereignty controls, ensuring data and operations remain under European jurisdiction with clear governance structures. AWS states that this independent cloud is designed to meet the most stringent data residency, operational control, and governance independence requirements. Dr. Karsten Wildberger, Federal Minister for Digital Transformation and Government Modernisation in Germany, stated that the AWS European Sovereign Cloud not only strengthens Germany’s role as a location for digital infrastructure in Europe – it also demonstrates our country’s attractiveness for investments in cutting-edge technologies.

Specific launch dates for the individual sovereign Local Zones in Belgium, the Netherlands, and Portugal have not been disclosed. The full long-term impact of the European Commission’s Digital Markets Act investigations on AWS‘s operations and market position in the EU also remains to be seen.

The AWS European Sovereign Cloud is expected to enable European organizations, particularly those in the public sector and highly regulated industries, to accelerate their digital transformation initiatives while adhering to strict compliance and data sovereignty requirements. The expansion will provide these customers with access to a comprehensive suite of AWS services, including AI and machine learning capabilities, within an EU-controlled environment. This move is likely to intensify competition within the European cloud market, prompting other hyperscalers to further refine their sovereign cloud offerings. Future developments will likely include the rollout of additional sovereign Local Zones and the continued evolution of AWS‘s compliance frameworks in response to European regulations.
