Google’s Factory Reset Protection (FRP) ties a device to the Google Account that was previously signed in. If the original owner’s account is still attached after a factory reset, the new buyer can end up with an unusable phone.
Enterprise admins get a reset path, buyers do not
The affected phones are consumer devices that were never part of an enterprise management system. For them, neither Google nor device manufacturers publish a process for reviewing proof of purchase, IMEI numbers, or serial numbers to resolve an FRP lock.
Enterprises are in a different position. Google’s Android Management API documentation confirms that authorized administrators can manage FRP data, including through supported device-wipe operations on enrolled devices. Those permissions do not automatically extend to consumer phones, so the people with the most legitimate claim to a stuck device have the fewest options.
Users also say there is no published documentation or official escalation channel for the situation where the previously associated Google Account is unavailable. That leaves several questions only Google can answer:
- Does Google, or any authorized manufacturer, offer an official ownership review for FRP-locked consumer devices?
- If not, is the limit technical, administrative, or a deliberate security policy?
- Where should a buyer escalate when the original owner cannot be reached?
Hashlytics Take
Google’s own documentation shows that FRP data can be cleared by an authorized party, which suggests the missing consumer path is a policy choice rather than a purely technical wall, though only Google can confirm that. Either way, the cost lands on the buyer. A secondhand market works only when buyers can trust that a phone they paid for will actually work, and right now the safest move is to confirm the seller has removed their Google Account before any money changes hands. Until Google publishes a clear ownership review process, that burden stays with the person who did nothing wrong.
