Senegal Minister Discusses Digital Future with Univers Telecom
Senegal’s Minister of Telecommunications and Digital Affairs, Samba Diouf, held a working visit with Groupe Univers Telecom SAS on Wednesday, October 7, 2026. According to the Ministry, the talks covered cybersecurity, cloud services, and connectivity, the same pillars Senegal has been building around in its broader push to secure the continent’s digital infrastructure through partnerships beyond its borders.

Sovereignty Talk Echoes a Global Pattern

The discussions centered on digital sovereignty and infrastructure ambitions tied to Senegal’s New Deal Technologique. The framing isn’t unique to Dakar. Executives and governments elsewhere, including Microsoft’s Satya Nadella at Davos, have increasingly framed data sovereignty as a boardroom priority rather than a policy afterthought, and that same shift toward owning rather than renting digital capacity shows up in moves like Anthropic’s recent $21 billion TPU purchase, where a major AI lab chose to own its compute infrastructure outright instead of leasing it.

Univers Telecom’s PRODAP Track Record

Groupe Univers Telecom specializes in deploying digital infrastructure, including data centers, and supports ecosystem players with connectivity and digital services as it works to grow its footprint at home and abroad. The company pointed to its work on the PRODAP initiative, which was backed by Nokia and included a significant skills transfer component, as evidence that its solutions and technical standards have moved upmarket.

Senegal’s approach also fits a wider continental trend of governments formalizing their digital strategies, following moves like Uganda’s new national communication policy, which aims to strengthen how government messaging reaches citizens.

Diouf closed the meeting by praising Univers Telecom’s expertise and the range of its solutions, while urging the company to keep innovating and deepen its commitment to Senegal’s tech ecosystem, a clear signal that Dakar wants local players anchoring its digital buildout rather than relying solely on outside infrastructure providers.
