Tencent Cloud Partners with Rockstreamer on OTT Tech
Tencent Cloud and Bangladesh-based digital entertainment firm Rockstreamer are collaborating to deliver cloud, AI, CDN, and OTT streaming solutions across emerging markets. The alliance targets telecom operators, broadcasters, and media companies looking to modernize legacy streaming infrastructure without lengthy implementation cycles.

Binge+ Becomes the Live Test Case

The flagship project under this partnership is Binge+, the official streaming platform operated by Rockstreamer for telecom operator Robi Axiata PLC. The platform was completely rebuilt and migrated to Tencent Cloud’s enterprise-grade ecosystem, shifting to a cloud-native architecture.

Tencent Cloud’s engineers worked directly with Rockstreamer’s teams to implement AI-assisted engineering. This automated workflow optimized infrastructure, planned deployments, and accelerated operational readiness. The result was a resilient, scalable streaming environment built in a fraction of the typical timeframe.

The new platform now supports high-volume live streaming and uninterrupted content delivery across Android, iOS, Web, Smart TV, and carrier-specific applications.

Stress Test: A Major Sports Tournament

The rebuilt infrastructure faced its first real test during a premier global football tournament in 2026. Live sports streaming at national scale demands instant scalability to handle massive, sudden audience surges.

According to company reports, Binge+ successfully delivered live matches to millions of viewers across Bangladesh. The cloud infrastructure maintained stream stability and low latency despite unpredictable traffic spikes.

Binge+ exemplifies what can be achieved when global technology leadership meets regional execution excellence, said Anik Dhar, CEO of Rockstreamer.

The Bigger Market Shift

This partnership reflects a broader trend among regional telecom operators. Companies like Robi Axiata are moving beyond basic voice and data connectivity to offer premium, differentiated digital services. To support this expansion, Tencent Cloud and Rockstreamer plan to build AI-powered media workflows, gaming ecosystems, and esports platforms.

Market Segment 2024 Status 2026 Projection
Bangladesh mobile telecom sector N/A $2.83 billion
Local OTT video subscriptions Baseline Doubled

Rachel Xie, General Manager of Tencent Cloud MENA, noted that the partnership enables enterprises to rapidly build modern streaming platforms capable of supporting large-scale digital experiences.

Data Sovereignty Could Change the Game

While the partnership aims to expand across other emerging markets, regulatory headwinds are building. Bangladesh is currently reviewing draft rules that could restrict the transfer of personal data overseas without explicit government approval.

This regulatory shift creates a critical challenge. Global cloud providers may need to adjust how they handle user data and local hosting requirements. For Tencent Cloud and Rockstreamer, the question becomes urgent: how will they navigate data sovereignty rules as they scale their regional OTT footprint?

The answer could determine whether this partnership model works in other emerging markets facing similar data protection pressures. If they solve for Bangladesh, the playbook scales. If they don’t, the expansion stalls.
